UPS has the parcel, or knows it is coming, but the electronic shipping information from the sender has not arrived. UPS needs this data (the package details, and for international parcels often the customs paperwork) before it can process the parcel properly. The sender, not UPS, is responsible for sending it. The parcel may be waiting at a UPS facility or may not have been handed over yet.
Yes, this message is an exception. UPS itself says delivery will be delayed by one business day. If the sender uploads the missing data quickly, the delay may stay at that. If the data stays missing, the parcel can be held up for longer than that.
Once the sender's data reaches UPS, the parcel normally continues through sorting and onward transport, and the delivery date in the tracking is updated. If the data does not arrive, the parcel may stay on hold and the tracking may show no new scan for longer than usual. For international shipments, customs clearance usually follows the data upload.
