UPS is telling you that your parcel finished customs clearance, but too late to be loaded on the transport it was booked on. The vehicle or flight had already left. The parcel is waiting at a facility, and UPS is moving it to the next available departure.
This is an exception, though a mild one. Clearance itself went through, but missing the planned departure means the parcel will arrive later than the original schedule. It does not suggest the parcel is lost or damaged.
The parcel is loaded on the next departure UPS has available. Before this message, the parcel was most often at the clearing agency awaiting final release, and the same message usually follows it as well. You may therefore see the customs line again before the parcel starts moving. After that, expect a new movement scan showing it has left the facility.
