UPS is telling you that a strike or similar labor dispute at another company has disrupted part of the delivery chain. UPS staff are not involved. This could be a port, a rail operator, an airline or a local carrier. Your parcel is somewhere in the UPS network, usually at or moving between facilities, and UPS has pushed back the expected delivery by one business day.
Yes, this is an exception. UPS itself states that delivery is delayed by one business day. It is not a sign that the parcel is lost or damaged. The message often appears between ordinary scans such as arrival at or departure from a facility, so the parcel is normally still moving.
Most often the tracking continues with regular facility scans. About a third of the time the next line is "Arrived at Facility", and otherwise it is usually a departure scan. Occasionally the same notice is repeated, or an import scan follows if the parcel is crossing a border. Once the parcel is moving normally, the notice stops affecting it.
