UPS records this message when the person receiving the parcel has used a delivery option to keep it with UPS instead of having it brought to the door. It is a recipient-chosen hold, not a refusal or a return. The parcel is still in the UPS network, usually in a UPS facility or on a UPS vehicle, while the new delivery choice is processed.
Not by this message alone. It is a normal step when a delivery preference has been changed, and it is not an exception or a sign of damage or loss. Because the delivery plan has changed, the parcel will not arrive at your door as first planned.
The next update is almost always that the request to deliver the parcel to a UPS Access Point is pending. Access Points are local partner locations, such as shops, where parcels can be collected. After that, the parcel should be moved to the chosen location and marked as ready for pickup.
