The parcel is an international shipment that has reached the customs clearance stage. UPS needs the sender to confirm the value of the goods, because the declared value looks unclear or needs checking. UPS has asked the sender and is waiting for an answer before it can submit the parcel to customs. The parcel is usually being held at a UPS facility in the meantime.
This is an exception, not a routine scan. The parcel cannot move on until the sender replies, so it will be held for as long as that takes. If the sender is slow to answer, the wait will be longer than the previous steps. It does not mean the parcel is lost or will be returned.
Once the sender confirms the value, UPS submits the parcel to customs for clearance. After customs releases it, the parcel goes back into the normal network and moves toward delivery. Customs may still ask for more information or request duties or taxes before release.
