UPS tried to deliver a cash-on-delivery (C.O.D.) parcel, meaning payment was due when it arrived. The person at the delivery address refused it because they do not accept C.O.D. shipments. The parcel is back in UPS's hands, and UPS is now contacting the sender to decide what to do with it.
This is an exception, not a routine step. The delivery will not go ahead as planned. The parcel is unlikely to be delivered unless the payment arrangement changes or the sender gives UPS new instructions.
UPS waits for the sender's instructions. Usually the parcel is returned to the sender, though the sender may instead ask for another delivery attempt or a different payment arrangement. Tracking may show a return or a new instruction once the sender responds. The wait for that response can be longer than the previous steps.
