UPS has stopped your parcel at an export gateway, the facility where international shipments are processed before they leave the country of origin. The parcel is being held there, not lost. Holds at this point are usually linked to export processing or paperwork checks, and the message says the delivery will be rescheduled.
Yes. UPS says so itself in the message. This is an exception, not a routine scan, but it does not by itself mean the parcel is damaged or lost. Many holds clear without any action from the recipient. How long this one lasts depends on the reason for the hold, which the message does not give.
Once the hold is released, the parcel should continue on its international journey and a new scan should appear in the tracking history. UPS then updates the expected delivery date. If the hold needs more information, for example about the contents or the shipper's documents, UPS will usually contact the sender first, so the parcel may stay put until that is sorted out.
