The parcel is an international shipment held by UPS before it is submitted to Customs. The recipient asked UPS to get in touch first, and UPS has now tried to contact the receiver. The parcel is waiting at a UPS facility, not out for delivery.
This is an exception, not a routine scan. Customs processing is paused until contact is made, so the parcel may take longer than the previous steps. It is not a sign that the parcel is lost.
Once UPS reaches the receiver and has what it needs, it submits the shipment to Customs and processing continues. After clearance, the parcel moves on to local delivery. If UPS cannot reach anyone, it may stay on hold.
