This is a customs hold. The parcel is at a UPS facility, usually in the country it is being imported into, and customs clearance has stopped because the description of the goods needs to be checked. UPS cannot release the parcel until the sender or importer confirms or improves that description, for example by saying exactly what the item is. UPS is contacting one of them to ask for it.
This message is an exception rather than a routine scan, so the parcel is paused for now. It is not lost or returned. The step before it carries almost the same wording, and the step after it is "Departed from Facility" every time, so the usual outcome is that the parcel moves on once the information is supplied. Until then it will not move, and the total journey will take longer than usual.
Once the sender or importer provides a satisfactory description, customs can finish the check and UPS releases the parcel. The next scan is normally "Departed from Facility", which means the parcel has left the customs facility and is travelling onward. If the information is not provided, the parcel stays on hold.
