UPS is warning that severe weather is slowing its operations, so your parcel may reach you later in the day than the delivery time originally promised. The parcel is still within the UPS network, usually at a local facility or on its way between facilities. It is not lost or returned.
This is an exception, but a mild and temporary one. The message points to a weather delay, not a problem with your parcel or address. UPS expects the parcel to arrive on the same day, only after the commitment time. Weather can change quickly, so this is not a guarantee.
After this message, the parcel usually shows normal movement again. Next, it is either processed at a UPS facility or leaves the facility it is in, each in about half of cases. Delivery follows once the parcel reaches the local delivery stage.
