UPS is saying that a government agency, usually customs or another border authority, is checking the documents that go with your parcel. This happens to shipments that cross a border or contain items that are regulated. The parcel is typically held at a UPS facility or a customs area while the check is carried out. Nothing is wrong with the parcel itself at this point.
This message by itself is an exception rather than a normal routine step, but it is not a sign of a problem. Document checks can pause a parcel for longer than the steps before it. Whether it causes a real delay depends on whether the agency is satisfied with the paperwork or needs more information.
If the documents are accepted, the parcel is released and moves on to the next stage of its journey, normally a clearance or departure scan. If something is missing, UPS says it will notify the receiver or the sender. The parcel stays on hold until that is sorted out.
