C.O.D. means cash on delivery: the recipient pays for the goods, and sometimes the shipping, when the parcel arrives. UPS is saying the amount to collect is not printed on the shipping label, so the driver cannot take payment yet. The parcel is in the UPS network, on its way to you, and UPS is trying to fix the missing information.
This message usually means a problem, though a fixable one. The parcel cannot be handed over until the amount is confirmed. In the cases where this message appears, the next update is that the delivery will be rescheduled, so expect the delivery to take longer than first planned.
The next update is almost always a note that your delivery will be rescheduled. Once UPS has the correct amount from the sender, it will assign a new delivery attempt and the tracking history should show a new expected delivery.
