This is a customs-stage message from UPS. Your parcel is in the destination country, but a customs broker other than UPS handles its import clearance. UPS cannot release it until that broker finishes the paperwork and any payment. The message also contains a second, unrelated sentence about an undeliverable package being disposed of under local guidelines. It looks like two UPS texts joined together. The first sentence is the one that usually applies to a parcel waiting on a broker.
The waiting itself is common for international parcels, but it is an exception to the normal flow, and the parcel will not move until the broker acts. If it stays on this message longer than the previous steps took, the broker is probably waiting for something from you, such as payment, an ID or an invoice. The disposal wording is serious, but it applies only if the parcel truly cannot be delivered. Do not assume it applies to you without a clear notice.
Once the broker clears the parcel, UPS takes over again. It usually moves on to the local delivery network and then out for delivery. If the broker needs more from you, the parcel stays on hold. If it cannot be cleared or delivered, it may be returned or handled as undeliverable.
