The parcel is an international shipment that has reached the customs stage in the destination country. A customs broker that does not work for UPS has been chosen to handle the import clearance, often by the seller or the buyer. UPS is holding the parcel until that broker releases it to customs.
This message by itself is an exception, not a failure. It is common on imported parcels and usually clears without trouble. It can mean a delay if the broker is waiting for paperwork, payment or details from you or the seller. If the message stays unchanged for longer than the previous steps took, something is probably waiting on the broker.
Most often the next entry is a Warehouse Scan, in about half of cases, or an In Warehouse scan, in about one fifth. Some parcels show an Import Scan, which means customs clearance has been recorded. In about one in ten cases the same message appears again while the hold continues. After release, UPS moves the parcel on towards delivery.
