The UPS driver brought your parcel to the door, but the delivery needed a payment (collect on delivery, often import charges or duties) and the driver could not collect it. The parcel was not handed over. It went back on the truck and is on its way back to a UPS facility. UPS plans one more attempt on the next business day.
This is an exception, not a routine step. The parcel is not lost, but delivery did not go through and will now take longer than planned. Because this message often appears after a second attempt, it should be taken seriously. If the final attempt also fails, the parcel may not be delivered at all.
Most often the parcel is scanned again at a UPS facility, sometimes with an "On the Way" note or a departure scan. Then the final delivery attempt follows. In some cases the next update says the charges have been paid or billed, and delivery goes ahead. If payment fails again, UPS reports that the driver could not collect funds on the final attempt.
